The successful Mechanical Department Manager will be an individual or incumbent who will be responsible for the general execution of and the related activities including, but not limited to: Consulting with Lead Engineers, Chief Engineers, and Project Managers on technical problems, staffing requirements, man hour estimates, and schedule issues relating to realistic project commitments for design deliverables and equipment deliverables. He/She will assign Lead and other engineers to project teams, ensuring the best utilization of their talents on the specific project requirements. Will be responsible for recruiting of Mechanical Engineering personnel, which includes, heat transfer, pressure vessels, rotating/material handling, and generalists. Will monitor the progress and performance of all Mechanical project teams to assure quality workmanship and continually monitor project staffing requirements, adding or removing assigned personnel as required by project needs. He/She will review and approve time sheets, expense reports and scheduling of vacations for Mechanical personnel to minimize job disruptions and substitutions of manpower. And initiate, review, and approve routine performance appraisals for all Mechanical personnel. He/She will participate in preparation of bid proposals and initial project planning related to man hour requirements, scheduling, and staffing and review and approve the use of outside engineering consultants in matters concerning the Mechanical effort for all projects. He/She will establish and maintain a set of Commonwealth Engineering procedures, specifications, and standards relative to the Mechanical Engineering Department and be responsible for the training and upgrading of Mechanical personnel. And will perform the general functions inherent in all supervisory positions, which may be classified as planning, organizing, staffing, directing and controlling. He/She will demonstrate effective communication skills, be a self starter and work well with other Commonwealth and Customer staff.
II. Reporting and Interfaces
Functional: Reports directly the Project Director, Project Manager or Director of Engineering
Administrative: Reports to the Director of Engineering
Subordinate Interface, coordination and cooperation includes, but may not be limited to: Senior Mechanical Engineers, other department managers, Mechanical Engineer, Lead Designers and Designers
III. Basic Qualifications and Experience
Minimum 20 years hydrocarbon, energy, chemical, refining or closely related process industry experience
Demonstrated Management and Supervision experience of Engineers and Designers
Proven experience with equipment, schedules and project administration
Possesses fundamental knowledge and experience with construction
Familiar with equipment design, fabrication and inspection
Detailed knowledge of ASME code, TEMA and commitment to Safety stewardship and management
Possesses the ability to recognize construction execution issues and act accordingly to communicate and mitigate negative impacts, schedule erosion or negative cost trends in an effective and timely manner
Familiar with Quality Control and Assurance and possesses working knowledge of requisite codes and standards
Capable of participating in meetings and communicating effectively up and down the chain of command
Familiar with project control cost, scheduling and estimating functions to the extent that issues are realized in sufficient detail to effect timely notice of higher management
Has a fundamental working knowledge and appreciation for other related project services such as purchasing, material control, receiving and warehousing, rigging, transportation and related site logistics
